Universal Century 0079. Federation troops and Zeon forces carry out a fierce battle in the "Thunderbolt Sector" in what was once Side 4 "Moore". The "Thunderbolt Sector" is a shoal zone composed of the debris of destroyed space colonies, named for the electrical discharges from the metal debris. MS pilot Io Flemming is among the Federation soldiers who are dispatched to the area, where Zeon sniper Daryl Lorenz awaits them on the battlefield.

It's July UC 0080, seven months after the end of the One Year War. Driven by postwar chaos, poverty, and the weakening of the Earth Federation Forces' control, the South Seas Alliance, whose sphere of influence stretches from the Far East to the Indian Ocean and the Middle East, has been secretly developing the Reuse "P" Device, seeking independence from the Earth Federation Forces and establishing a religious state. Colonel Monica Humphrey of the Earth Federation Forces General Staff orders Operation Thunderbolt to capture and destroy the Reuse "P" Device, which single-handedly annihilated an entire fleet and threatens to turn the tide of the war. The Pegasus-class assault ship Spartan descends to Earth to participate in the operation.
